Would you like to play a central part in the delivery of the Council’s ambitious action plan to tackle the Climate and Ecological Emergencies? As a member of our award-winning Climate and Environmental Sustainability Team, within the new Green Transformation Service you will manage the key cooperate green transformation programme management functions that tracking progress against the council’s net zero and nature positive commitments.

About the Role

The role reports to the Team Manager the Climate and Environmental Sustainability and will involve:

Performance analysis, risk and reporting

  • Deliver annual reporting against climate and nature targets and plans for a range of audiences.
  • Lead and manage the Council’s climate and nature programme management processes including: managing council and area wide carbon data analysis, foot-printing and reporting, external GHG reporting and bench-marking.
  • Manage climate programme risk analysis and feed into corporate risk management and audit processes.

Action planning and service development

  • Manage corporate climate and ecological strategy and action plan development; route-mapping; programme monitoring including day to day management and development of the Climate and Nature Performance Monitor, and negotiation of climate action performance indicators with a range of services.
  • Develop and enable implementation of service planning and performance management tools to support climate and nature goals.
  • Manage climate-related research and development, such as: maintain a watching brief on climate related national policy development and provide briefings, analysis and recommendations; advise on new climate and environmental sustainability action planning and performance models and tools and lead on research and analysis of new climate related policy issues.
  • Contribute to climate and nature strategy and action planning work across the West of England, sharing expertise across WECA and the local authorities.
  • Develop and contribute to business cases for funding to support service development and project delivery.

Communicating performance and developing capability

  • Develop clear tools for communicating performance against the Council’s climate priority commitments to a range of audiences.
  • Develop and maintain good relationships with a wide range of stakeholders at all levels of the Council’s management hierarchy and with external stakeholders and partners, supporting climate partnership development and action.
  • Support the in-house climate literacy training programme implementation and development.
  • Commissioning of specialist consultants and subsequent contract management.
  • Produce a range of communication materials from internal Council reports, to papers for meetings, presentations, including graphics, to illustrate key ideas for different audiences, public material and press briefings.

The team has a blended work pattern which allows for both home working and office-based working. Therefore, IT equipment will be provided to allow you to work successfully in both environments.

Your main place of work will be the award-winning, modern Civic Centre in Keynsham, halfway between Bath and Bristol, easily accessible via car or public transport, with a train station 5 minutes walk away.

About you

Essential skills, including (for the full list please see the Job description):

  • Be educated to degree level or equivalent through work experience.
  • Have Programme management qualification or equivalent experience.
  • Knowledge and understanding of legislation, policy and practice on climate mitigation, ecology and the wider environmental sustainability field.
  • Strong team player who can work collaboratively.
  • The ability to be proactive, think creatively and identify development opportunities and continuing ways of improvement.
  • Proven research capability and ability to interpret information and data, provide analysis, options and appropriate recommendations.
  • Ability to assimilate new information quickly.
  • The ability and flexibility to work across and support a wide range of services within the Council and the ability to work with other partner or commissioned organisations.
  • Strong IT skills including Microsoft Office and an ability to manipulate data in excel to produce relevant management information.
