Hammersmith and Fulham Council declared a climate and ecological emergency in summer 2019 and have set an ambitious net zero carbon emissions by 2030 target. The Council aims to be a leader amongst local authorities on environmental issues and the Climate and Ecological Emergency Unit is responsible for developing and delivering the Council’s response to the climate and ecological emergency. 

This role within the Council’s Climate Emergency Unit is an opportunity to develop and lead the council’s fuel poverty strategy, programme, and policies in line with the energy transformation of the borough. You’ll lead the delivery of a fuel poverty strategy, recommend which actions the council should take and then implement the projects and policies necessary to tackle fuel poverty. You’ll design and implement solutions to the energy crisis, working with colleagues in the Climate Unit and across the Council particularly in Public Health, Housing and Regulatory Services. With key council commitments to tackle the cost of living crisis as energy costs increase substantially, you will be the lead officer for delivering the work required to mitigate the impact for residents.

You’ll provide the experience, knowledge and skills in climate change, energy efficiency, fuel poverty and the energy transformation. You’ll have a passion for environmental issues and have good knowledge and understanding of energy efficiency, sustainability, and climate change. You’ll build relationships, work strategically, and prioritise tasks that will help the council move towards net zero and energy independence. You’ll need to have the ability to lead a high-profile area of work, recommending decisions from senior officers and councillors. You’ll apply these principles in a practical setting, working with residents, community organisations and other partners to deliver your recommendations. You’ll have excellent quantitative skills including statistical analysis, and knowledge of public health and the impact of the energy crisis on our residents. You’ll be a fast learner with a willingness to continually develop, keep up to date with the energy and fuel poverty crisis and work in a fast-moving environment to deliver energy services for our residents.
