C40’s team of 250+ staff is headquartered in New York, with offices in London, Joburg, Singapore, Delhi, Rio de Janeiro, Copenhagen, Beijing and Paris, and individual staff based across 25+ different locations, with the Office of the Chair based in Los Angeles.  

The strategic direction of the organisation is determined by an elected Steering Committee of C40 mayors which is chaired by the Mayor of Los Angeles, Eric Garcetti. Three-term Mayor of New York City Michael R. Bloomberg serves as President of the C40 Board of Directors, which is responsible for operational oversight. A nine-person management team, led by Executive Director, Mark Watts, leads the day-to-day management of C40. C40’s three core strategic funders are Bloomberg Philanthropies, the Children’s Investment Fund Foundation (CIFF) and Realdania.

C40's Climate Solutions and Networks

C40’s Climate Solutions team oversees five programme areas focused on priority climate action sectors and interventions: Energy and Buildings; Transportation and Planning; Waste, Water and Food; Air Quality; and Adaptation Implementation. Under these programmes, C40 operates more than 15 networks that facilitate city-to-city best practice sharing on a particular climate action area, such as Clean Energy or Zero Emission Vehicles, and support cities to deliver on the mayoral commitments made through C40’s Green & Healthy Streets, Net Zero Carbon Buildings, Advancing Towards Zero Waste, Good Food Cities and Clean Air Cities Declarations. A number of these Global Initiatives programmes and networks also provide technical assistance support to cities, often in conjunction with other C40 teams and programmes.

C40 sectoral/thematic networks help cities replicate, improve and accelerate climate action to meet Paris Agreement goals. These city-only working groups provide for honest knowledge and experience exchange, enabling cities to tap into the global expertise of their peers as well as connect with technical partners. Through networks, cities find opportunities to undertake joint projects in areas of mutual interest and benefit. C40 networks also amplify individual city solutions by providing a global platform for showcasing city successes. The result is that cities' climate actions to reduce GHGs, air pollutants and climate risks are bolder, fairer, more impactful, implemented faster and at a lower cost than if they were to go it alone. No other organization facilitates such deep connections amongst city staff across 50+ countries, 20 time zones and 26 languages to accelerate local action with major global impact.

Position Description

The Declaration Manager will coordinate C40 support towards Green and Healthy Streets Declaration signatories and track the implementation of the Declaration in cities, in line  with C40’s new business plan seeking accelerated implementation from cities to meet declaration commitments.

Green & Healthy Streets Declaration was established in 2017 with a group of 12 cities, predominantly C40 cities, committing to purchase only zero emission buses by 2025 and establish a major area of the city as zero emission by 2030. Today there are 35 signatories of the Green and Healthy Streets Declaration, most of them C40 cities.

The Declaration Manager will be passionate about addressing climate change and be excited by the opportunity to work with pioneering cities around the world to help them realise the ambition of green and healthy streets. The Declaration Manager will have well developed analytical skills, and experience in delivery, tracking, monitoring and evaluation. The Declaration Manager will champion the commitments of the declaration, communicating the ways cities have progressed towards achieving them in a clear and simple manner, inspiring action from other cities.

Working alongside a dynamic C40 team, the Declaration Manager will have a key role within the Transport & Urban Planning team supporting cities to achieve effective, ambitious and measurable outcomes on decarbonising transport in cities.

Responsibilities:

  • Develop a workplan to proactively support cities implement the commitments of the GHS Declaration drawing together the activities of the transport & urban planning networks and other C40 activities and assistance;
  • Working closely with the Transportation & Urban Planning team, identify gaps in current support for cities and where further resourcing is needed to drive forward accelerated action with cities to deliver on the GHS declaration and provide C40 with the tools to ensure progress is keeping pace with this ambition;
  • Develop ways to further engage cities in demonstrating their leadership on GHS to inspire other cities to take similar actions;
  • Set out expectations for cities for reporting on progress against the commitments, for public communications, internal and funder progress monitoring, whilst helping improve the efficiency with which cities can undertake reporting;
  • Managing the yearly declaration reporting process including leading engagement and follow up with the 35 signatory cities;
  • Develop a strategy for communicating and sharing best practice examples from cities on how declaration commitments are being achieved;
  • Set out how C40 can work with external partners, strengthening existing partnerships whilst building new ones when needed, to help drive ambition and accelerate implementation of the declaration commitments across cities and the private sector;
  • Expand the number of signatories of the declaration, working with current signatories to inspire commitment from other cities;
  • Work with the Programme Director, Transport & Urban Planning to support delivery of the other project and priorities of the Transport & Urban Planning Team;
  • Additional duties as requested

Person Specification:

  • Degree in a relevant discipline and/or professional experience in sustainable transport;
  • Considerable experience in relevant government, business, research and/or NGO sectors with a strong focus on sustainable transport;
  • Knowledge of best practice in city action vehicle emissions regulation, electrification and/or travel demand management.
  • Demonstrable experience of working with, or for, a city government in development of policies and plans for decarbonizing urban transport, especially aligned with other city policies like climate action plans, air quality reduction targets or electrification goals.
  • Proven track record in working collaboratively and effectively with partners, such as NGOs, multilateral development banks, or the corporate sector;
  • Ability and experience of effectively communicating technical information.
  • Excellent analytical, problem-solving, and strategic thinking capabilities.
  • Excellent Microsoft Excel, Word and PowerPoint skills required.
  • Ability to think and work independently, bring creative ideas and suggested approaches to challenges, and demonstrate strong organisational and time management skills.
  • Fluency in English and preferably in one or more languages spoken in C40 cities.
  • International experience, working across different cultures, languages and time zones.

Other Requirements:

Applicants must already have the right to work in the country where they apply.  Moderate, planned travel will be required as part of the role.
