Description  

We are looking for a candidate to lead on the clean heat – primarily heat networks and heat pumps - and energy efficiency sectors for DBT to deliver objectives including investment delivery and policy influencing to maximise the growth of these sectors in the UK. As part of your role, you can expect to:  

  • Managing a pipeline of existing investment projects across clean heat, working with investors in support of their projects as well as working to identify and support new investors/opportunities. 
  • Build and manage relationships with UK and overseas companies looking to invest in the UK at senior levels, to encourage and support inward investment projects, including as account manager for a range of our biggest accounts. 
  • Develop evidence-based analysis of the commercial and regulatory barriers that shape the investment environment, using this to spot opportunities to improve the investment proposition 
  • Collaborate and influence within DBT and across Whitehall to address the underpinning policies, barriers and enablers that shape the investment environment for clean heat. You will work with others to build consensus, find routes to influence and develop carefully balanced recommendations, with a focus on ensuring growth in UK capability creates jobs and enhances the export offer.   
  • Supporting UK companies looking to access export opportunities in overseas markets, by ensuring the department’s export promotion teams have expert and up to date knowledge of UK capability and providing support where appropriate.
  • Maintaining an awareness of the global opportunity in the sectors and using this information to respond to emerging opportunities and/or changes in circumstances across different markets.

  • A self-starter that can get up to speed on a topic and is comfortable identifying and leading on workstreams to deliver key objectives. 
  • Ability to grasp a complex policy area quickly and consider how they can be implemented to align with your aims effectively.  
  • Someone who is inquisitive, open and collaborative and able to effectively draw on their network to bring in knowledge and expertise to help them where necessary.   
  • A systems thinker with the ability to consider the bigger picture, wider factors and long-term implications of decisions. 
  • Someone who is adept at building strong, credible and influential relationships with a range of people, including but not limited to senior business people, officials, private offices, trade associations. 

Essential criteria 

  • Experience working with businesses and stakeholder management including the ability to establish a wide network of meaningful contacts 
  • Experience leading work which involves collaboration with multiple stakeholders across government, often with conflicting viewpoints  
  • Proven ability to influence outcomes where you are not the lead. 
  • Excellent verbal and written communication skills, with the ability to communicate clearly on complex issues and distil salient points for different target audiences. 

Desirable criteria 

  • Experience working on investment and/or sector development 
  • Knowledge/enthusiasm for the clean heat and/or energy efficiency sectors, green economy or climate change issues.
