Hammersmith and Fulham Council declared a climate and ecological emergency in 2019 and have set an ambitious net zero carbon emissions by 2030 target. The Council aims to be a leader amongst local authorities on environmental issues and the Climate and Ecological Emergency Unit is responsible for developing and delivering the Council’s response to the climate and ecological emergency. 


This role within the Council’s Climate Emergency Unit is an opportunity to support the energy transformation of the borough to align with the net-zero target. Energy used in buildings accounts for over half of the emissions in H&F – using energy efficiently and switching away from fossil fuel sources such as gas boilers is therefore crucial to tackling the climate emergency. You’ll help to design and implement projects and solutions to achieve this, working with colleagues in the Unit and across the Council particularly in Facilities Management/ energy purchasing, Housing, Planning, and Regulatory Services. 


In return, you’ll develop experience, knowledge and skills in climate change, energy efficiency and the energy transformation. You’ll need to have a passion for environmental issues and have good knowledge and understanding of renewable energy sources including solar, heat pumps and heat networks, energy efficiency, sustainability, and climate change. You’ll need to have the ability to lead an area of work, engage stakeholders, advise senior officers and councillors, and apply principles in a practical setting. You’ll have good quantitative skills including data analysis and be a fast learner with a willingness to continually develop, keep up to date with the energy and fuel poverty agenda and work with partners to deliver energy services for our residents.

Role Responsibilities:

You will need to:


•    Provide high-quality advice and support to councillors and officers on renewable energy, energy efficiency and heat networks.


•    Support the development of energy policies, strategies and workstreams to deliver the Climate Emergency Strategy and ensure H&F achieves its target of net zero carbon emissions by 2030. 


•    Engage with internal and external stakeholders, acting as a catalyst for change;


•    Working with the Clean Energy Lead, provide or commission advice and expertise to transition away from the use of fossil fuels for heat and electricity, including the possible use of renewable Power Purchase Agreements and the development of a strategy for renewable heat. 


•    Support the Climate and Ecological Emergency Unit, the climate change commissioner and other stakeholders in implementing plans;
