We are looking for a dynamic Programme Manager to drive our exciting vision for collaborative land management and landscape scale habitat restoration in the Angus Glens. Candidates will demonstrate strong leadership and communication skills to influence colleagues and stakeholders, as well as inspiring others to engage in a collaborative approach to deliver positive actions for climate change and biodiversity. An ability to deliver and attract funding for complex environmental programmes will be key.
About the team
The FLS team in East Region manages approximately 90,000Ha of Scotlands National Forests and
Land, from the coastal pine woods of Moray and Fife to the large productive forests across
Aberdeenshire, the busy recreational woods near Aberdeen, Dundee and Perth, and the iconic
forests of Bennachie and Tay Forest Park. These areas also include large parts of the Cairngorms
National Park and encompass important open habitats and native woodlands, including sand dune
and shingle systems, blanket bog and montane habitats, the pinewoods of Deeside, lowland oak
woods and the Blackwood of Rannoch Caledonian Pinewood.
The Planning and Environment team within East Region will oversee our long-term forest planning,
programming and environmental management within the Region. This includes producing Land
Management, Designated Site and Habitat Management Plans, creation of work programmes that
are deliverable of the ground, liaison with stakeholders and regulators, and working alongside our
Delivery colleagues as they undertake all aspects of land management. The Team are responsible
for setting the direction of travel for all of the land we manage and is at the forefront of how we
are helping to tackle the twin crises of climate and biodiversity and pioneer new approaches to
natural capital and its funding.
What you will do
You will be supported by senior FLS leaders to be responsible for leading the establishment of a
long term programme and partnership approach to a major landscape and habitat restoration
opportunity in Glen Prosen and the Angus Glens in East Region. The work will involve facilitating
and coordinating input from various FLS colleagues and external stakeholders. The opportunity
has been generated by FLS’ recent acquisition of the 3500 hectare Glen Prosen Estate which is to
be aligned with a much wider landholding in FLS and public ownership amounting to over 10000
hectares, substantially within the Cairngorms National Park. You will inspire and coordinate a
collaborative approach to land management which delivers outcomes for nature, climate change
and people on landscape scale. Strong management and leadership across teams will be required,
as will project management rigour and the soliciting of expert input from others. You will also be
focused externally to FLS on building consensus with stakeholders and partners. An
entrepreneurial mind-set will be required which seeks opportunities for securing external funding,
including carbon and biodiversity funding and commercial investment, to test whether the positive
management of Scotland’s landscapes primarily for nature and the climate can be income
generating.
It is also anticipated that the post holder may, depending on capacity, be expected to take on a
wider portfolio of land management project work.
Whilst initially a fixed term post for 2 years, there may be scope for the role to become permanent.
Main Duties
- Lead, support and mentor a small multi-disciplinary project team made up of a range of
FLS colleagues (including initially a Forest Planner, Wildlife Ranger, Stewardship Forester,
Estates Surveyor & Craftsperson) with a relevant geographical focus. The post holder may
potentially over time undertake formal line management responsibilities for a small
number of colleagues.
- Lead the development and oversee the implementation of a programme and project
management approach to woodland creation and landscape scale restoration activities,
including a vision, objectives, baselining and a work break down structure and appropriate
levels of governance, monitoring and risk management.
- Promote innovation and influence through others the adoption of high standards of
forestry and land management practice, including in relation to baselining, monitoring and
evaluation, land management planning and the delivery of a Land Management Plan.
- Facilitate a collaborative approach to land management across boundaries and as part of
this oversee a stakeholder management plan and represent FLS at a senior level with
partners and stakeholders.
- Lead the development of and help to secure internal agreement to a business case and
funding strategy and work with potential investors to develop funding models and secure
necessary investment in the project to enable delivery of the vision and Land Management
- Plan over time.
- Initiate and oversee associated procurement and contract management activity.
- Deal with associated correspondence, budget management and internal reporting.
